The six phases are deliberately overlapping. Premises work begins before documentation is complete, and workforce build runs in parallel with policy architecture. This parallel-path approach is what compresses the timeline to 12-17 weeks. Phase 4 begins before Phase 2 is complete, and this deliberate overlap is what delivers registration in 12-14 weeks rather than the industry average of 17+ weeks.
